Bosnia and Herzegovina is the Borrower, and Republic of Srpska, through a subsidiary agreement with the Borrower, has received financing from the World Bank toward the cost of the Energy Efficiency Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include supervision of works for retrofitting of public buildings. The purpose of these services is to supervise energy efficiency investments in public buildings. Duration of the assignment is expected to be about 6 months with possibility of extension for additional buildings, via contract amendment, subject to satisfactory performance.

The Ministry of Physical Planning, Civil Engineering and Ecology of Republic of Srpska now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: demonstrated relevant experience in similar assignments during the last 5 years. Experience in providing supervision services under energy efficiency works, will be advantage.  Key Experts will not be evaluated at the shortlisting stage. The selected firm need to be authorized in accordance with the Law on Physical Planning and Construction for works supervision for buildings for which construction permit is issued by the local authority. Key expert need to possess personal licence for supervision of works.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications in the form of a joint venture. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form to the address below (in person, by mail, by fax or by e-mail) by June 25, 2020.

All interested Consultants that intend to express interest for Procurement number P143580-BA-BEEP-8906-BA-RFP-CQ-CS-20-8-RS – Supervision of works are not able to express interest for Procurement number P143580-BA-BEEP-8906BA-RFP-CQ-20-3-RS- Supervision of works at the same time.
