Assignment Title: Preparation of detailed energy audits for retrofitting of public buildings

Bosnia and Herzegovina is the Borrower, and Republic of Srpska, through a subsidiary agreement with the Borrower, has received financing from the World Bank toward the cost of the Energy Efficiency Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include preparation of detailed energy audits for retrofitting of public buildings. The aim of these services is to prepare and implement energy efficiency investments in public buildings (schools, kindergartens and hospitals). The duration of this task is estimated to be around 4 (four) months.

The Ministry of Spatial Planning, Construction and Ecology of Republic of Srpska now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The qualification criteria are: (1) demonstrated relevant experience in similar assignments during the last 5 years. The reference list should contain information about the clients, assignment descriptions of relevant projects, value of the contracts and period of execution supported, and as available, signed memorandums of satisfactory performance by the beneficiary at the time of the assignment; (2) demonstrated technical and managerial capabilities of the firm, including information on the qualifications of proposed key staff; all individual experts for the assignment (individual experts’ bio data are not required for expression of interest) must have at least a university degree and 7 years of professional experience. The selected firm and individual experts would need to possess necessary professional licenses for the required services as and when conditions have been fulfilled in accordance with the requirements of the Republic of Srpska legislative and regulatory framework. The attention of interested Consultants is drawn to article 91 of Law on physical planning and construction of Republic of Srpska setting forth that energy audit cannot be performed by persons that participated in preparation of design, construction, or works supervision for the particular building.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.
