Assignment Title: Technical design audit for retrofitting of public buildings

Bosnia and Herzegovina is the Borrower,and Republic of Srpska through subsidiary agreement with the Borrower has received financing from the World Bank toward the cost of the Energy Efficiency Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include preparation of (8) site audit reports and (8) final design audits for public buildings that are planned to be retrofitted in period from 2021 to 2024. It is expected that the original contract will be signed for the first phase for 8 buildings, with possibility of extension via contract amendment for second phase, subject to satisfactory performance. List of buildings will be provided by the Client.

During audit of technical documentation, the consultant shall check the following:

  • completeness of technical documentation,
  • whether technical documents are prepared by legal entity with adequate license for preparation of technical documentation for particular type of building,
  • whether the documents have been prepared in accordance with location conditions,
  • whether the design solutions meet the requirements regarding the building safety,
  • whether the project designs are prepared in accordance with the applicable technical standards, regulations, rules and provisions of laws of Republic of Srpska,
  • other aspects of the documentation in accordance with applicable laws of Republic of Srpska.

Duration of the assignment is estimated to be 22 weeks. All site audit reports and final audit reports are expected to be prepared during 2021.

The Ministry of Spatial Planning, Construction and Ecology of Republic of Srpska now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Having at least five (5) audit reports for final designs in the field of mechanical engineering; thermo mechanics, heating, ventilation and air conditioning, solar system, reconstruction of boilers houses, etc., and related technical design documentation;
  • Having at least five (5) audit reports for final designs in the field of electrical engineering/installation of high voltage and electric power plants and related technical design documentation;
  • Having at least five (5) audit reports for final design in the field of construction engineering/construction phase and related technical design documentation;
  • Having at least five (5) audit reports for final design in the field of architecture engineering/architecture phase and related technical design documentation;

The reference list should contain information about the clients, assignment descriptions, value of the contracts and contract performance periods, supported by signed memorandum on satisfactory performance by the beneficiary at the time of the assignment, if available. All individual consultants available under the assignment (individual experts’ bio data are not required for expression of interest) must have at least a university degree, 8 years of professional experience and minimum three (3) final audit reports produced in the relevant field. Team leader who must have at least a university degree, 8 years of professional experience and minimum ten (10) final audit reports produced in the relevant field.

The selected firm and individual experts would need to possess necessary professional licenses for the required services in accordance with the requirements of the Republic of Srpska legislative and regulatory framework. The Consultant shall work in compliance with all relevant and valid regulations in Republic of Srpska, including but not limited to Law on Physical Planning and Construction of RS (Official Gazette of RS 40/13).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications in the form of a joint venture. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.
