Bosnia and Herzegovina is the Borrower, and Republic of Srpska, through a subsidiary agreement with the Borrower, has received financing from the World Bank toward the cost of the Energy Efficiency Project, and intends to apply part of the proceeds for consulting services. The project development objective is to demonstrate the benefits of energy efficiency improvements in public sector buildings and support the development of scalable energy efficiency financing models.

The main objective of this assignment is to support development and implementation of pilot model contracting for energy efficiency in Republic of Srpska. New model concept should include new roles for contracting during EE project implementation, in addition to regular civil works execution, such as preparation of design, financing, maintenance, etc., which would further impact the development of market capacity and preparation of market for future implementation of the ESCO model. Additional tasks regarding the development of ESCO model for Republic of Srpska will be subsequently agreed with the Consultant during the negotiations.

The consulting services (“the Services”) will be done through the engagement of a team of experts who will work together and who will be solidly responsible for the results. The aim of these services is to provide technical assistance for preparation of pilot model. The duration of this task is estimated to be 7 (seven) weeks.

The Ministry of Physical Planning, Civil Engineering and Ecology of Republic of Srpska now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualification criteria are:

• Assignment Title 1: Pilot model contracting Technical Expert: University degree in technical studies – mechanical engineer or architect (at least 240 ECTS),  Master or PhD is advantage; Minimum 7 years of professional experience in the field of energy efficiency; Experience working on energy efficiency projects funded by IFs or international donors; Good knowledge of Republic of Srpska energy services market; Knowledge of World Bank or other international procedures is advantage; Knowledge of Project Management is advantage.
• Assignment Title 2: Pilot model contracting Finance Expert: University degree in economics (at least 240 ECTS), Master or PhD is advantage; Professional experience in the field of energy efficiency; Experience working on energy efficiency projects funded by IFs or international donors; Good knowledge of Republic of Srpska energy services market; Knowledge of World Bank or other international procedures is advantage; Knowledge of Project Management is advantage.
• Assignment Title 3: Pilot model contracting Procurement Expert: University degree in technical studies (at least 240 ECTS), or related field, Master or PhD is advantage; Professional experience in the field of WB procurement; Good knowledge of Republic of Srpska energy services market is advantage; Knowledge of Project Management is advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants set out in the Procurement Regulations.
