This Request for Expressions of Interest is republished for the purpose of extending the deadline for submission of Expressions of Interest stated in the original Request for Expressions of Interest published on April 28, 2022. The purpose is to increase the number of registered qualified firms in order to achieve the conditions for the best evaluation of expressions of interest. All interested firms are invited to submit their EoI until the deadline stated below.

Bosnia and Herzegovina is the Borrower, and Republic of Srpska, through a subsidiary agreement with the Borrower, has received financing from the World Bank toward the cost of Additional Financing for the Energy Efficiency Project (BEEP AF), and intends to apply part of the proceeds for consulting services.

The objective of the assignment is to organize trainings for various project stakeholders to spread know-how, share lessons learned and additionally improve knowledge of the PIU staff.
The consulting services (“the Services”) include work plan including training modules, schedule and entire logistical support to the organization of trainings. The consultant shall request the Ministry’s approval for work plan. The Consultant’s assignment includes preparation and delivery of high-quality trainings for 1) market capacity development and 2) PIU staff. Below is description of the consultant’s responsibilities for each training.

The Ministry of Spatial Planning, Construction and Ecology of Republic of Srpska now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: demonstrated relevant experience in similar assignments during the last 5 years. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications in the form of a joint venture. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.
