ENERGY EFFICIENCY PROJECT ADDITIONAL FINANCING

  1. BACKGROUND

Bosnia and Herzegovina is the Borrower, and Republic of Srpska, through a subsidiary agreement with the Borrower, has received financing from the World Bank toward the cost of Additional Financing for the Energy Efficiency Project (BEEP AF). The project development objective is to demonstrate the benefits of energy efficiency improvements in public sector buildings and support the development of scalable energy efficiency financing models.

The objective of the Energy Efficiency Project – Additional Financing corresponds to the goals underlined in the Law on Physical Planning and Construction of Republic of Srpska („Republic of Srpska Official Gazette“, editions 40/13, 106/15, 3/16 and 84/19) and the Law on Energy Efficiency of Republic of Srpska („Republic of Srpska Official Gazette“, edition 59/13).

The Energy Efficiency Project – Additional Financing will continue to support energy efficiency investments (“subprojects”) in schools, hospitals and clinic centres. A small number of other public facilities (e.g., elderly homes, orphanages, other administrative buildings) may also be included. The project will finance energy efficiency upgrades/renovations of buildings, as well as related technical consultancy services (e.g., energy audits, technical and social monitoring and evaluation, technical designs, supervision and subproject commissioning). The selection and implementation of subprojects will be conducted in three annual batches. It is estimated that up to 32 public buildings will be renovated in Republic of Srpska within 4 years of project implementation.

These investments will reduce the energy consumption of selected public buildings, and demonstrate the economic viability of energy efficiency improvements, including reduced recurring energy costs and associated public expenditures. In addition, the subprojects will generate demonstrable co-benefits, such as reduced CO2 emissions and improved indoor comfort levels (e.g., improved indoor temperature, lighting, indoor air quality, overall indoor comfort). The result indicators against which the implementation progress of BEEP AF will be measured include: lifetime energy savings, lifetime fuel savings, greenhouse gas savings, increase in end-user satisfaction, number of buildings with EU-compliant energy certification, number of municipal energy managers trained, number of subprojects commissioned, number of direct project beneficiaries in gender-sensitive manner.

The Project Implementation Unit (PIU) within the Ministry of Physical Planning, Civil Engineering and Ecology of Republic of Srpska will be responsible for preparation, coordination, management and implementation of the Project, including procurement, contracting, and payments of all goods, works and services related to the Project.

These Terms of Reference (ToR) define the nature and detailed scope of an assignment for preparation and delivery of trainings for market capacity development and the PIU staff.

The consultant will be selected per Consultant’s Qualification-Based Selection (CQS) and the World Bank Procurement Regulations for IPF Borrowers.    

  • OBJECTIVE

The objective of the assignment is to organize trainings for various project stakeholders to spread know-how, share lessons learned and additionally improve knowledge of the PIU staff.

  • SCOPE OF WORK

The consultant shall provide work plan including training modules, schedule and entire logistical support to the organization of trainings. The consultant shall request the Ministry’s approval for work plan. The Consultant’s assignment includes preparation and delivery of high-quality trainings for 1) market capacity development and 2) PIU staff. Below is description of the consultant’s responsibilities for each training.

  1. MARKET CAPACITY DEVELOPMENT
  1. Preparation of detail energy audit

Prepare and send plan for training as per DEA methodology used under BEEP and BEEP AF (provided in Annex).

Prepare and deliver training for engineers and final year students of technical faculties in the RS. It is to be organized in three one-day trainings with up to 80 people per training. Sessions to be organized in one of the following places: Banja Luka, Bijeljina, Jahorina or Trebinje. The Consultant shall agree location with the PIU during training preparation. The consultant will cover costs of accommodation for the PIU staff (up to 8 people), venue and coffee breaks. The Consultant shall ensure accommodation in a 4-star hotel.

The Consultant will provide participants‘gender equality.

  1. Workshop with beneficiaries  

Prepare and send plan for workshop with beneficiaries on achieved results of buildings retrofit and options to improve project implementation

Prepare and deliver workshop as described above.  It is to be organized as a two-day event with up to 40 people in one of the following places: Banja Luka, Bijeljina, Jahorina or Trebinje. The Consultant shall agree location with the PIU during training preparation. The consultant will cover costs of accommodation, lunch breaks, coffee breaks, call for participation in newspapers, sending invitations through emails to firms and other costs related to organization. The Consultant shall ensure accommodation in a 4-star hotel. The consultant will provide workshop facilitator.

  • PIU TRAININGS
  • Project Management Training

Prepare and deliver for training for the PIU, Ministry and the Fund staff on the Project Management Process in accordance with PMBOK of PMI. It is to be organized as a three-day event with up to 12 people in one of the following places: Banja Luka, Bijeljina, Jahorina or Trebinje. The Consultant shall agree location with the PIU during training preparation.  The consultant will cover costs of lecturers (at least three), accommodation, lunch breaks, coffee breaks, venue and other costs related to organization. The Consultant shall ensure accommodation in a 4-star hotel

The Consultant will provide participants‘gender equality.

  • Contract Management Training

Prepare and deliver for training for the PIU, Ministry and the Fund staff on the Contract Management during implementation of international projects. It is to be organized as two three-day events with up to 12 people each, in one of the following places: Banja Luka, Bijeljina, Jahorina or Trebinje. The Consultant shall agree location with the PIU during training preparation.  The consultant will cover costs of lecturers (at least three), accommodation, lunch breaks, coffee breaks, venue and other costs related to organization. The Consultant shall ensure accommodation in a 4-star hotel

The Consultant will provide participants‘gender equality

  • Procurement Best Practice

Prepare and deliver training for the PIU, Ministry and the Fund staff on the Procurement Best Practice Training, in order to share experience and best practice in the area of procurement management in different international financial institutions. It is to be organized as a three-day event with up to 12 people in one of the following places: Banja Luka, Bijeljina, Jahorina or Trebinje. The Consultant shall agree location with the PIU during training preparation.. The consultant will cover costs of lecturers (at least three), accommodation, lunch breaks, coffee breaks, venue and other costs related to organization. The Consultant shall ensure accommodation in a 4-star hotel

  • Financial Management Training

Prepare and deliver training for the PIU, Ministry and the Fund staff on the Financial Management. It is to be organized as a three-day event with up to 12 people in one of the following places: Banja Luka, Bijeljina, Jahorina or Trebinje. The Consultant shall agree location with the PIU during training preparation. The consultant will cover costs of lecturers (at least three), accommodation, lunch breaks, coffee breaks, venue and other costs related to organization. The Consultant shall ensure accommodation in a 4-star hotel

  • Joint workshop of the RS PIU and the FBiH PIU

Prepare and deliver workshop to discuss implementation of BEEP and BEEP AF. It is to be organized as a three-day event with up to 12 people in one of the following places: Banja Luka, Bijeljina, Jahorina or Trebinje. The Consultant shall agree location with the PIU during training preparation. The consultant will cover costs of accommodation, lunch breaks, coffee breaks, venue and other costs related to organization. The Consultant shall ensure accommodation in a 4-star hotel

All activities shall be undertaken over the period of 9 months. Total number of participants is expected to be up to 180 people.

The Consultant is expected to provide following reports to the Ministry:

  1. Reports after completion of each deliverable 15 days after dates of estimated completion deadlines as indicated in table in above. Reports shall contain following, at minimum:

  3. Photos taken during trainings.
  4. Overview of total people participating,
  5. Number of trained women, (%) out of total number of trained people,
  6. Other relevant data/indicators upon request by the Ministry

2. Final report shall include process of facilitation of the trainings, including main accomplishments, future recommendations, lessons learned and agenda and shall contain following:

4.     Eligibility

All firms which meet the required criteria can participate in this selection of consultancy.

4.1. Key experts

All experts who have a crucial role in implementing the contract are referred to as key experts. The profiles of the key experts for this contract are as follows:

Key expert 1: Team Leader

  • University degree in economics or technical field
  • At least 10 years of professional experience
  • MS Office literacy (Word, Excel, Microsoft Project and Power point).
  • Working knowledge of English.

4.2.  Other experts (Non-key experts)

CVs for non-key experts should not be submitted in the proposal. The Consultant shall demonstrate in its Organisation & Methodology that it has access to experts with the required profiles and explain how non-key experts will be selected and mobilised. 

The Consultant must select and hire other experts as required according to the profiles identified in its Organisation & Methodology. It must clearly indicate the experts’ profile so that the applicable daily fee rate in the budget breakdown is clear.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.

Total expected number of person/day is up to 130.

  • Costs

The Consultant shall cover costs of lecturers, accommodation for lecturers and participants, lunch breaks, coffee breaks, venues and other costs related to organization of listed trainings/workshops.

5.       LOGISTICS AND TIMING

The work shall be carried out in the country and other municipalities in the Republic of Srpska, as required. The deliverables may be prepared in the Consultant’s premises.

5.1.       Commencement date & Period of implementation

The intended commencement date is  2021 and the period of implementation of the contract will be  36 weeks.
