Bosnia and Herzegovina is the Borrower, and Republic of Srpska, through a subsidiary agreement with the Borrower, has received financing from the World Bank toward the cost of Additional Financing for the Energy Efficiency Project (BEEP AF), and intends to apply part of the proceeds for consulting services.

The PIU under The Ministry of Spatial Planning, Construction and Ecology of Republic of intends to hire a Consulting Company (‘the Consultant’) who will perform all the services described below.

The Consultant prepare the technical documentation and related energy audits required for the issuance of energy passports/labeling for eleven (11) buildings retrofitted under BEEP AF and provide additional support during the process of issuance of such passports by relevant authority (e.g. submission of full documentation, clarifications required and any revisions required to the technical documentation).

These Terms of Reference (ToR) define nature and detailed scope of an assignment to prepare the technical documentation for energy passport for retrofitted buildings and provide support in the process for issuance of the passports.

The Ministry of Spatial Planning, Construction and Ecology of Republic of Srpska now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: demonstrated relevant experience in similar assignments during the last 5 years. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications in the form of a joint venture. All the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection method set out in the Procurement Regulations.
